Update: Thank you to everyone for the constructive feedback!! Thank you Mrs. MadGenius for the example of an edit. With the beginning feedback I was able to edit this picture (shown below) and some others for a shoot I did yesterday!! I have learned so much from everyone!!

I took this picture of my brother and he said it was his favorite and he wanted it framed in our house. But I know that it could be a lot better before it is framed or printed for that matter. I am just not sure what to do. I think maybe the color could be clearer, I don't know. I am really new to photography.

First of all I would crop out the weeds and newspaper in the background, then blur the background so it was simpler.
I think it's interesting that his favorite photo is where he's looking at his phone:-) Maybe you play around with that same type of pose with other backgrounds. Find a nice brick or stone wall. Or find an industrial type setting with rust and steel as a backdrop. I always like black and white photos to hang on my walls. So you could try converting the color to b&w too.

It's definitely an interesting photo- but there's too much to look at, you'd want to blur or soften the background so your eyes go directly to your brother. I like his pose, but it'd be better if he were looking up, showing his eyes.

I use paint shop pro 8, it's an old program but I can't bear to update I love it :) Gimp is free version that is a lot like it.
I think you made a good choice with your edit by going with B&W and cropping out the distracting features. I'd like to see a little more contrast between your brother's face and the tree behind him. It's funny that your brother loves this pose. I'm betting it totally captures him at this point in his life ...tough pose, a little attitude, cell phone. This is a fun picture! :)
One way that you could have made this photo better before you even started would have been to see where the light was coming from before you took your shot. With the light coming from behind it, it has caused a huge shadow to cover his entire face. It's difficult to get rid of that much shadowing. Next time, try to get him to pose somewhere where there is "open shade" (next to a house, on a driveway where the light can bounce up from the concrete, etc.)
It's so important to try to get his eyes to catch the light in some form (without him looking directly into the light which will cause squinting.)
Man he is a cutie though. I think these suggestions are great for helping you make this photo even better.
